Unner the 2002 Organic Law o Regional Govrenments (Spaingie: Ley Orgánica de Gobiernos Regionales), thare is an ongoin process o transfer o functions frae the central govrenment tae the regions. A 2005 referendum for the merger o several depairtments failed tae get the necessary electoral support.
