The name o the toun is derivit frae ane o its maist famous sons, Padre Vicente Garcia, a native o Barangay Maugat. He wis ane o the first defender's o Jose Rizal's Noli Me Tangere. The toun wis oreeginally a pairt of Rosario an kent as Lumang Bayan or Sambat. It became a separate municipality in 1949, wi Jose A. Pesigan an Rustico K. Recto as first elected mayor an vice mayor respectively.

In 1952, the toun council foondit the cattle mercat or "bakahan". This wis in direct competeetion tae the established livestock mercat of neighbouring Rosario, which resulted in rivalry, intimidation, an violence at times. But the mercat succeeded an developed intae the biggest auction mercat in Southern Tagalog.[4]
