One week block?

Hi. This guy Special:Contributions/186.105.114.31 is easily the worst vandal I have seen around here.
According to existing precedent, he gets an infinity ban. No one ever gets a 1-week block in scowiki.
We don't have the manpower to keep solving the same problem over and over.
