Bi the 13t century the follaein major destricts haed developed in Estonie: Saaremaa (Osilia), Läänemaa (Rotalia or Maritima), Harjumaa (Harria), Rävala (Revalia), Virumaa (Vironia), Järvamaa (Jervia), Sakala (Saccala), an Ugandi (Ugaunia).^[2]
