It replacit the Province o Roum an comprises the ceety o Roum an ither 121 municipalities (comuni). It wis firstly creatit bi the reform o local authorities (Law 142/1990) an then established bi the Law 56/2014. It haes been offeecially operative syne 1 Januar 2015.
