It's the anerlie aurie in Germany whare the traditional dialects are Law Franconie, rather than Law German or Heich German.
It wis creatit as a subdiveesion o the Proushie Rhineland when Proushie reformit its internal admeenistration in 1815. In 1822 the Regierungsbezirk Kleve wis incorporatit intae Regierungbezirk Düsseldorf.
